The American electorate registered its disgust with the divided and therefore, paralyzed Republican-dominated Congress by sweeping in a Democratic majority with the midterm elections of 1910. This rebuke only deepened the division between the right and left wings of the Republican Party, prompting Sen. Robert LaFollette of Wisconsin to create the National Progressive Republican League, which was virtually a splinter third party.

It was clear that the Republican Party needed a dynamic presidential candidate if it were to hold on to the White House in 1912. With the electorate crying out for a strong executive in the mold of Theodore Roosevelt, none other than Theodore Roosevelt would have been the obvious Republican nominee. But Taft, a reluctant speaker and an even more reticent campaigner, now felt himself moved to action, and embarked on a national stumping campaign in 1911, which succeeded in preempting the nomination before T. R.—still hesitant about a third-term presidency—even announced himself as a candidate.
